Remedial secession, a process whereby a people can declare independence, is a nebulous concept in international law and there are many questions surrounding its practice.
When can a people declare independence?
What is remedial secession and when may it apply?

What lessons can Palestine, East Timor and Western Sahara teach us about the Eelam Tamils crisis?
Bringing together leading scholars and practitioners of international law, the panel will examine issues of external self-determination and remedial secession in the context of the Eelam Tamil’s conflict. The goal would be to place the Eelam Tamils issue in comparative perspective and survey the state of international law and practice at present on cases of remedial secession.

Visuvanathan Rudrakumaran is currently heading the Transnational Government of Tamil Eelam as its Prime Minister. He studied at Jaffna Central College and earned law degrees from the Colombo Law College and the Southern Methodist University. He also studied law for a period at Harvard, and is an expert in immigration law.

Khinduka Award for Social Development (2013), the African Human Rights Defenders Award (2013) and an Outstanding Young Alumnus Award (2006).

David Matas is an international human rights, immigration and refugee lawyer based in Winnipeg. He was a director of the International Defence & Aid Fund for South Africa in Canada in 1990 and 1991 and Canada South Africa Cooperation from 1991 to 1993. For B’nai Brith Canada, David Matas has been Chair of the League for Human Rights from 1983 to 1985, Vice President from 1996 to 1998 and Senior Honorary Counsel 1989 to the present. For the Canadian Jewish Congress, he was Co-Chair of their Race Relations and the Law Project from 1985 to 1987.

From 1 May 2012 to 30 April 2018, Alfred-Maurice de Zayas served as the first UN Independent Expert on the promotion of a democratic and equitable international order, Mr. de Zayas has been visiting professor of law at numerous universities including the University of British Columbia in Canada, the Graduate Institute of the University of Geneva, the DePaul University Law School (Chicago), the Human Rights Institute at the Irish National University (Galway)and the University of Trier (Germany). At present he teaches international law at the Geneva School of Diplomacy.
