As the world reflects on the 14th Anniversary of the Mullivaikkal Genocide, Tamils across the globe stand in solidarity with the victims, survivors, and their families in the North and East of Sri Lanka to uncover the truth, hold those responsible for atrocities to account, and finally attain justice.

Our path has spanned many borders and institutions, with Canada taking significant steps forward in recent years. Today, let us recommit ourselves to justice and peace where Tamils have the right to self-determination and full control over their land, security, language, culture, and faith.

Statement by the Prime Minister on the first Tamil Genocide Remembrance Day, which was unanimously adopted in Parliament last year

“Today, we reflect on the tragic loss of life during the armed conflict in Sri Lanka, which ended 14 years ago. Tens of thousands of Tamils lost their lives, including at the massacre in Mullivaikal, with many more missing, injured, or displaced. Our thoughts are with the victims, survivors, and their loved ones, who continue to live with the pain caused by this senseless violence.

“The stories of Tamil-Canadians affected by the conflict – including many I have met over the years in communities across the country – serve as an enduring reminder that human rights, peace, and democracy cannot be taken for granted. That’s why Parliament last year unanimously adopted the motion to make May 18 Tamil Genocide Remembrance Day. Canada will not stop advocating for the rights of the victims and survivors of this conflict, as well as for all in Sri Lanka who continue to face hardship.

“In October 2022, we joined our international partners in adopting an United Nations Human Rights Council (UNHRC) resolution that calls on the Sri Lankan government to address the human rights, economic, and political crises in the country. Canada has been a global leader in the adoption of other UNHRC resolutions calling for freedom of religion, belief, and pluralism in Sri Lanka – essential elements to secure peace and reconciliation in the years to come – and we will continue our work to safeguard human rights across the world. And in January 2023, our government imposed sanctions against four Sri Lankan government officials in response to human rights violations on the island.

“On behalf of the Government of Canada, I invite all Canadians to recognize the many contributions that Tamil-Canadians have made – and continue to make – to our country. I also encourage everyone to learn more about the impact of the armed conflict in Sri Lanka, and express solidarity to all those who suffered or lost loved ones.”

“இலங்கையில் 14 ஆண்டுகளுக்கு முன்பு முடிவுக்கு வந்த ஆயுதப் போரின்போது ஏற்பட்ட துயர்நிறைந்த உயிரிழப்புகள் குறித்து இன்று நாம் ஆழ்ந்து சிந்திக்கிறோம். முள்ளிவாய்க்கால் படுகொலை உட்பட்ட சம்பவங்களில் பல பத்தாயிரம் தமிழர்கள் உயிரிழந்து, மேலும் பலர் காணாமல் ஆக்கப்பட்டார்கள், காயமடைந்தார்கள் அல்லது இடம்பெயர்க்கப்பட்டார்கள். அர்த்தமற்ற இந்த வன்முறையால் ஏற்பட்ட வேதனையுடன் வாழும் போரால் பாதிக்கப்பட்டவர்கள், தப்பிப்பிழைத்தோர் மற்றும் அவர்களது அன்புக்குரியோர் ஆகியோரை நாம் இன்று நினைவில் கொள்கிறோம்.

“நாடு முழுவதிலும் நான் கடந்த பல ஆண்டுகளில் சந்தித்தவர்களின் அனுபவங்கள் உட்பட, போரினால் பாதிக்கப்பட்ட தமிழ்க் கனேடியர்களின் அனுபவங்கள் – மனித உரிமைகள், சமாதானம், ஜனநாயகம் என்பன குறைத்து மதிப்பிடப்படக் கூடாதென்பதற்கான நீடித்திருக்கும் நினைவூட்டலாக அமைகின்றன. இதன் காரணமாகவே, மே 18 ஐ, தமிழ் இனப்படுகொலை நினைவேந்தல் நாளாகப் பிரகடனம் செய்யும் பிரேரணையை நாடாளுமன்றம் கடந்த ஆண்டில் ஒருமனதாக நிறைவேற்றியது. இந்த மோதலில் பாதிக்கப்பட்டவர்களதும், தப்பிப் பிழைத்தோரதும் உரிமைகளுக்காகவும், இலங்கையில் தொடர்ந்தும் நெருக்கடியை எதிர்கொள்வோருக்காகவும் குரல் கொடுப்பதைக் கனடா நிறுத்தமாட்டாது.

“இலங்கையில் நிலவும் மனித உரிமைகள், பொருளாதார மற்றும் அரசியல் நெருக்கடிகள் குறித்து நடவடிக்கை எடுக்குமாறு இலங்கை அரசிடம் கோரும் ஐக்கிய நாடுகள் மனித உரிமைகள் பேரவைத் தீர்மானத்தை எமது சர்வதேச பங்காளிகளுடன் இணைந்து 2022 ஆம் ஆண்டு ஒக்ரோபரில் நாம் நிறைவேற்றினோம். இலங்கையில் எதிர்வரும் ஆண்டுகளில் சமாதானத்தையும், மீளிணக்கத்தையும் அடைவதற்கு இன்றியமையாத அம்சங்களான மதம், நம்பிக்கை, பன்மையியல் ஆகியவற்றின் சுதந்திரத்தை வலியுறுத்தும் வேறு ஐக்கிய நாடுகள் மனித உரிமைகள் பேரவைத் தீர்மானங்கள் நிறைவேற்றப்பட்டதில் கனடா உலக நாடுகளுக்குத் தலைமைத்துவம் வழங்கியுள்ளதுடன், உலகம் முழுவதும் மனித உரிமைகளைப் பாதுகாப்பதற்கு நாம் தொடர்ந்தும் செயலாற்றுவோம். அத்துடன், இலங்கைத் தீவில் புரியப்பட்ட மனித உரிமை மீறல்களுக்காக இலங்கை அரச அதிகாரிகள் நான்கு பேர் மீது 2023 ஆம் ஆண்டு ஜனவரியில் எமது அரசு தடைகளையும் விதித்தது.

“தமிழ்க் கனேடியர்கள் எமது நாட்டுக்கு ஆற்றிய மற்றும் தொடர்ந்து ஆற்றிவரும் பல்வேறு பங்களிப்புகளையும் கண்டுணருமாறு கனேடிய அரசின் சார்பாக அனைத்துக் கனேடியர்களையும் நான் கேட்டுக்கொள்கிறேன். இலங்கையில் ஆயுதப் போரினால் ஏற்பட்ட தாக்கம் பற்றி அறிந்துகொள்ளுமாறும், பாதிக்கப்பட்டவர்களுக்கும், அன்புக்குரியவர்களை இழந்தவர்களுக்கும் ஆதரவை வெளியிடுமாறும் அனைவரையும் ஊக்குவிக்கிறேன்.”

“For over 25 years, the Tamil people and other cultural groups in Sri Lanka experienced unimaginable suffering as their country was plagued by war. The decades of violence and destruction led to the deaths of countless Sri Lankans. Tens of thousands of people who wanted nothing more than to live in peace and freedom were killed in the final months of the conflict alone. In 2009 after years of chaos and terror, the war ended in the village of Mullivaikkal.

“On Tamil Genocide Remembrance Day, we honour the memory of the tens of thousands of Tamils who lost their lives during the final days of the Sri Lankan Civil War. We remember the victims, both known and unknown, who suffered through unimaginable atrocities, genocide and war crimes during this dark chapter in Sri Lanka’s history. Together, we can turn the hurt of the past into hope for the future.

“Canada must follow in the footsteps of the previous Conservative government who led the world in standing up to the Rajapaksa regime. In 2013, Canada boycotted the Commonwealth Summit over the genocide and despicable human rights abuses committed by the Rajapaksa regime. This forced other countries to follow suit and isolated the regime, with the world standing in solidarity with Tamil people.

“Today, Conservatives renew our call for accountability for those who perpetrated this genocide. Specifically, we join with Sri Lankan human rights advocates in their demands for the arrest of former President Gotabaya Rajapaksa, so that he answers for his crimes at an international court or tribunal. As Prime Minister, I will stand up for the Tamil people and work to impose Magnitsky sanctions and remove the gatekeepers that stand in the way of Sri Lanka’s prosperity.

“On Tamil Genocide Remembrance Day, Conservatives reiterate our commitment to promoting human rights, justice, and accountability for all individuals in Sri Lanka. We will continue to support all those striving to bring home human rights and equality for Tamils and all Sri Lankans. Together, we will do the work necessary to turn the hurt of the past into hope for the future.”

Statement on the first Tamil Genocide Remembrance Day:

Today I rose in the house to honour and remember our lost Tamil brothers and sisters. The path to justice remains challenging and filled with anguish. We must remain determined in our commitment to peace and accountability.
